  • Cell Phone Policy for BBMS PS182~ 2025-2026

    Overview Summary

    The BBMS PS182 Cell Phone Policy is designed to align with NYC DOE Chancellor's Regulation A-413, promoting a focused and distraction-free learning environment. This policy mandates the collection and secure storage of student electronic devices, ensuring they are only accessible at designated times. It outlines procedures for compliance, consequences for non-compliance, and exceptions for medical conditions, with an emphasis on communication between parents and the school. Our goal is to foster responsible technology use while prioritizing student well-being and academic success.

    Section 1: Definitions of Policy

    • Cell Phone: Any mobile device capable of sending or receiving calls, texts, or accessing the internet.
    • Electronic Device: Includes cell phones, tablets, and smartwatches.
    • Chancellor's Regulation A-413: NYC Department of Education (DOE) policy governing student use of electronic devices in schools.

    Section 2: Overview of DOE Policy

    Chancellor's Regulation A-413 outlines the DOE's position on student use of electronic devices, emphasizing that schools should promote a safe and distraction-free learning environment. The regulation permits schools to create their own policies regarding the use and storage of cell phones during school hours, allowing for flexibility based on the school's unique culture and needs. The overarching goal of this policy is to minimize disruptions while recognizing the importance of technology in education.

    Section 3: BBMS Collection Policy

    At BBMS PS182, we will implement a structured collection policy for electronic devices. The following procedures will be adhered to:

    1. Collection Process: All students must submit their cell phones and electronic devices upon arrival at school each morning. The devices will be stored from 8:00 a.m. to 2:45 p.m. or 5:00 p.m. if a student attends the after-school program.
    2. Storage: Devices will be stored securely in designated cell phone lockers located in each classroom. Laptops and IPADS will be stored in electronic storage carts within classrooms.
    3. Access: Students will have access to their devices only at the end of the school day (2:45 p.m. or 5:00 p.m.) or during designated times as per teacher discretion. If a student is picked up early, the device will be given to the student upon parent’s arrival. 

    This policy aims to minimize distractions in the learning environment while still allowing students to utilize technology responsibly.

    Section 4: Student Discipline for Non-Compliance

    Failure to comply with the cell phone policy will result in disciplinary actions, including but not limited to:

    • First Offense: Verbal warning and device confiscation for the day.
    • Second Offense: Written warning and a parent/guardian meeting.
    • Subsequent Offenses: Further disciplinary measures, which may include in-school suspension, depending on the severity and frequency of non-compliance.

    These measures align with the DOE's commitment to maintaining an orderly school environment, as outlined in A-413.

    Section 5: Exceptions for Medical Conditions

    We recognize that some students may have specific medical needs, such as diabetes, that require them to have access to their electronic devices during school hours. Students with such conditions must provide documentation from a healthcare provider to the school administration. These exceptions will be handled on a case-by-case basis to ensure that students can manage their health responsibly while adhering to school policies. This exception will be examined when a 504 has been approved.

    Section 6: Other

    In the unlikely event that an electronic device is stolen, or damaged at the school, parents can submit a claim to the Comptroller’s Office. More information on how to submit a claim can be found on the Comptroller’s Webpage. 

    Communication with Parents

    We encourage parents to communicate with the school if they need to relay messages to their children during school hours. Parents can call the school office, and we will ensure that important messages are delivered to students in a timely manner. Parents can reach the main office by dialing 212-860-6031. School messages relating important information will be transmitted through GAMA.  Parents must have an active NYCSA account to access GAMA. In case of an emergency the school will use multiple platforms to contact parents. This includes GAMA, Google Classroom, Talking Points and telephone communication. 

     

    Student Communication with Families: Students will be able to use the main office phone if they need to communicate with their parents during the school day. The main office phone is in room 300 and students will be notified of this option. 

    NYSCA Account Support: Parents will continue to work with Ms. Jessica Hernandez when needing support with NYSCA accounts or login matters. Ms. J. Hernandez will be available from 8:30 a.m. to 4:00 p.m. daily. Email communication, phone calls and notices will be sent home informing parents of Ms. Hernandez’s availability.

    This policy is designed to create a balanced approach to technology use at BBMS PS182, aligning with Chancellor's Regulation A-413 while prioritizing the educational experience and well-being of our students. This policy will be reviewed annually and updated as necessary to align with the New York City’s Chancellor’s Regulation A-413.
